The method I use is RDIE (pronounced "READY"), namely Research, Develop, Implement and Evaluate.
Research - prioritizes tests to identify basic knowledge of students.
Develop - develop a curriculum or syllabus that suits the needs of students and is used as a benchmark in teaching.
Implement - Applying the syllabus that has been compiled to students.
Evaluate - Evaluating whether the syllabus used helps students learn.
